Making decisions when the law isn’t followed by anyone?

When people decide one thing and they even don’t go to it, it sound like it doesn’t mean anything to them. If the people decide to go somewhere it demands that they should go the place that it was decided between them. The government decided on a law for the United States. It means that the people do not care what could happen to them by not listening to the government or the United States law.
